Uddhav Thackeray Meets Governor, Oath At Shivaji Park Tomorrow:

MUMBAI:  Uddhav Thackeray will be sworn in tomorrow at Mumbai's sprawling Shivaji Park as Chief Minister of a Shiv Sena-NCP-Congress government after Devendra Fadnavis resigned as Chief Minister and Ajit Pawar as his deputy, ahead of a trust vote ordered by the Supreme Court. Mr Thackeray and his wife Rashmi met Governor Bhagat Singh Koshiyari this morning. Minutes earlier, Ajit Pawar, in a grand "ghar wapsi" or homecoming, was received - after his brief rebellion against uncle Sharad Pawar - with a warm hug from his daughter Supriya Sule as she welcomed MLAs of the Nationalist Congress Party (NCP) before their oath in the Maharashtra assembly this morning.

Maharashtra: Interim Speaker Kalidas Kolambkar, who was appointed by the Governor after swift developments on Tuesday propelled the NCP-Congress-Shiv Sena combine to form government, will oversee the oath ceremony

Here's your 10-point cheat sheet to this big story:
  1. 1. Newly-elected MLAs are being sworn in more than a month after the Maharashtra election, in which no party won a majority. The Supreme Court had ordered Governor Bhagat Singh Koshyari to arrange their oath immediately and appoint a pro-tem or interim Speaker to oversee the proceedings. Interim Speaker Kalidas Kolambkar is overseeing the oath ceremony.
  2. 2. Uddhav Thackeray will be sworn in as the new Chief Minister tomorrow at Shivaji Park, a traditional venue for Shiv Sena events including founder Bal Thackeray's Dussehra rallies.
  3. 3. Devendra Fadnavis resigned on Tuesday after the Supreme Court ordered him to prove his majority by today. Ajit Pawar, who had failed to make good on his promise of pulling in NCP MLAs to help the BJP reach a majority, quit soon after.
  4. 4. "I had never dreamed of leading the state. I would like to thank (Congress president) Sonia Gandhi and others," Uddhav Thackeray said after being elected to lead the Sena-NCP-Congress alliance or "Maha Vikas Aghadi". He met the Governor on Tuesday evening and staked claim to form government.
  5. 5. Ajit Pawar's overnight switch had enabled a stunning early morning government formation by the BJP on Saturday, hours after the rival alliance had announced its intentions to take power. Ajit Pawar had been present at the Sena-NCP-Congress meetings but was seen taking oath with Devendra Fadnavis.
  6. 6. The BJP, which won 105 seats in the 288-member Maharashtra assembly, needed 40 more MLAs to prove a majority. The party had banked on Ajit Pawar to bring in 54 NCP MLAs, but the gamble didn't pay; hardly anyone followed "Ajit-Dada" and remained with NCP chief Sharad Pawar.
  7. 7. "Ajit Pawar gave me his resignation. He told me he was resigning because of personal reasons. BJP had decided from the first day we will not indulge in horse-trading. We only decided to form government because NCP was with us. Since he has resigned, we don't have the numbers. So I have also decided to resign," Mr Fadnavis told reporters. After resigning, Ajit Pawar met with Sharad Pawar in a sign of reconciliation within the Pawar family and the party. "I was never away," Ajit Pawar told NDTV this morning.
  8. 8. The rapid political changes came after the Supreme Court, responding to a petition challenging the BJP government formation, ordered an "immediate" floor test, to be telecast live. "If the floor test is delayed, there is a possibility of horse-trading, it becomes incumbent upon the Court to act to protect democratic values," said the court.
  9. 9. Prime Minister Narendra Modi and Home Minister Amit Shah, the two top leaders of the BJP, had met right after the Supreme Court verdict. A message from the leadership went to Mr Fadnavis after the meeting.
  10. 10. Maharashtra will have a Sena chief minister after 20 years but a Thackeray as Chief Minister for the first time. In the election last month, Uddhav Thackeray's son Aaditya became the first of his family to ever contest the election.

  13.  Sena's Reply
  14. aharashtra Government Formation: The Shiv Sena-NCP-Congress leaders on Tuesday evening conducted a meeting where it was decided Mr Thackeray will lead the alliance and the state government.

  15. NEW DELHI:
Prime Minister Narendra Modi and BJP chief Amit Shah will be invited to a function where Shiv Sena chief Uddhav Thackeray will take oath as the Maharashtra Chief Minister, Sena said on Tuesday, after days-old BJP government collapsed before it could take a floor test ordered by the Supreme Court. Chief Minister Devendra Fadnavis and his deputy, Sharad Pawar's nephew Ajit Pawar, resigned on Tuesday after failing to muster enough numbers, ensuring that the Congress and NCP will form government in Maharashtra in partnership with ideologically opposite Shiv Sena.
The Sena-NCP-Congress leaders on Tuesday evening conducted a meeting where it was decided Mr Thackeray will lead the alliance and the state government. "Key leaders of the three parties will meet Governor to stake claim to form government in Maharashtra...the swearing-in ceremony will take place on December 1," NCP's Nawab Malik said at a presser in Mumbai. The date of the ceremony, however, was later changed to November 28.
The event will take place at Mumbai's iconic Shivaji Park, he said.
Sena MP Sanjay Raut -- who had been at the forefront of alliance talks between the three parties after the decades old Sena-BJP partnership had ended over Mr Thackeray's demand of rotational chief ministership -- was asked today if PM Modi would be invited to the function.
"Yes we will invite everyone, we will even invite Amit Shah," he quipped.
The BJP, in a stunning move, had Devendra Fadnavis take oath of office at an unannounced ceremony in the Governor's official residence early Saturday morning. Senior NCP leader Ajit Pawar had also been sworn in as his deputy. The move took the Sena-Congress-NCP alliance, which had been exploring the feasibility of a coalition government, completely by surprise.
Ajit Pawar, in cryptic tweets on Sunday, said the NCP was an ally of the BJP in the state government, indicating party MLAs were in support of his rebellion.
The Sena-NCP-Congress alliance responded to his tweets by a show of strength on Monday, where they paraded their MLAs, over 150 in number.
The Supreme Court, while hearing a petition by the three parties against the BJP's move, ordered Mr Fadnavis to take a floor test on Wednesday morning. Within hours, the Chief Minister and his deputy resigned.

In Maharashtra, MLAs Take Oath Without A Chief Minister. Here's Why

Maharashtra Government: The NCP has announced that Shiv Sena chief Uddhav Thackeray would be the next Chief Minister of Maharashtra. He will be sworn in as Chief Minister on Thursday evening at the Shivaji Park in Dadar, the place where his party holds the traditional Dussehra rally each year.

The swearing-in of members of the 14th Maharashtra Legislative Assembly today marked a rare occasion when the House assembled for the session without formation of a government and appointment of a chief minister.
Maharashtra Vidhan Bhawan's secretary in-charge Rajendra Bhagawat told news agency Press Trust of India that during the last couple of decades, the Chief Minister was sworn in first followed by other members.
"The floor test is also then conducted immediately or in the following session. In the present case, no Chief Minister has been administered oath, but the swearing-in ceremony of House members is being held," he noted.
"The Supreme Court's interim verdict has made it mandatory for us to carry out the swearing-in ceremony. Once the oath is administered to all MLAs, the Assembly will come into motion without a head and the Cabinet," he said.
Mr Bhagawat further said that once the Chief Minister takes oath, he will have to form a Cabinet.
"The schedule of the next full session would be decided in the first Cabinet meeting. The floor test will be held in that session," he added.
A special session of the Maharashtra Assembly began in Mumbai this morning to administer oath to members in the 288-member House.
Pro-tem Speaker Kalidas Kolambkar administered the oath to the legislators at the session.
Among those sworn in early were Ajit Pawar, Chhagan Bhujbal, Ashok Chavan and Prithviraj Chavan.
The newly-elected members could not take oath even a month after results of the Assembly polls were announced due to dramatic political developments in the state.
Maharashtra remained under President's rule from November 12 to 23 after no political party was able to form a government.
The Supreme Court on Tuesday asked Governor Bhagat Singh Koshyari to appoint a pro-tem speaker and ensure all elected members of the House are sworn in today by 5 pm.
The BJP-led government, which was formed with the support of NCP leader Ajit Pawar on November 23, collapsed on Tuesday afternoon, after Ajit Pawar stepped down as Deputy Chief Minister and Devendra Fadnavis as Chief Minister.
The 'Maha Vikas Aghadi', comprising the Shiv Sena, the NCP and the Congress, on Monday submitted a letter claiming support of 162 MLAs to the governor.
The NCP has announced that Shiv Sena chief Uddhav Thackeray would be the next Chief Minister of Maharashtra. He will be sworn in as Chief Minister on Thursday evening at the Shivaji Park in Dadar, the place where his party holds the traditional Dussehra rally each year.
